Enchanted Cities overhauls all the major hold capitols in the game with added NPCs, quests, homes and more. You can have it as an all-in-one or pick them up individually to mix and match with other overhauls.
Enchanted Towns

Enchanted Towns expands three current towns in Skyrim and adds two new ones. Ivarstead, Dragon Bridge and Nightgave are now lively with citizens and new shops, along with unique quests and custom voiced dialogue for these quests. A new farming town of Lund’s Landing is just south of Lund’s Hut and Bthundrazel is a never before seen Dwemer City lifted from the depths.
